In the near future, most of the Earth was covered by water by 17%, possibly due to global warming (this explanation was not made explicit in the anime and manga). Japan was no exception as some of its prefectures had sunk underwater or were deemed uninhabitable. The Japanese government had evacuated parts of Old Tokyo (the majority of it was now underwater) and dubbed what little was left of the city Neo-Tokyo.
Najica Hiiragi, famed perfumist for CRI Cosmetics, was actually a field agent for its Intelligence Bureau, an agency unknown to the public and even to its own employees for their own protection. Though her first mission was to recover a Humaritt (Humanoid Android) dubbed "ZZZ" or Lila, she became suspicious when CRI Intelligence was contracted by Shinba Industrial to recover lost and possible rogue Humaritts, since most of them were in the hands of criminals, revolutionaries, guerilla and terrorist groups. This was added when Lila was made her partner, even though she insisted she worked alone.
